Portfolio

Appraisal of Proceedings in Respect of Award of Tender UFH-SCM005-2013 for Stag Holdings, Cape Town

The report focuses on the process of procurement followed by the University of Fort Hare, which led initially to conditional approval by the University’s Council for the appointment of Equicent Eastern Cape, but ultimately to the appointment of ASAG/Isondlo JV (June 2015, 20 pgs)

Critique of UFH-Equicent PPP for Stag Umenzi (Pty) Ltd (May 2015, 4 pgs)

The report deals with the extent to which the Development Lease and Sub-Lease Agreements between Equicent and the University of Fort Hare deviate from the intent and spirit of the original RFP, and differ from Equicent’s submission in response to it, i.e., the submission which led to its selection.

Policy and Procedures Manual for Walter Sisulu University (November 2013, 12 pgs)

A manual and pro forma templates for applications for and the spending of infrastructure and efficiency grant funding awarded to universities by the Department of Higher Education and Training South Africa.

Feasibility Study to Motivate for Extraordinary Funding from National Treasury (April 2013, 81 pgs)

A job done for Walter Sisulu University which was in urgent need of a significant capital injection in order to recover financially from a complex merger and stay afloat in a long-term sustainable manner. (I was facilitator of the team which did the research and writing and editor of the report).
